Net-Zero Municipal Complex
Notes:
On September 1st, 2021 Upper Dublin Township was in the direct path of an eight-mile long by 400-yard-wide EF-2 tornado associated with Hurricane Ida. In a brief 14-minute period unimaginable devastation was left in the path of 130 mph winds, with destruction exacerbated by five hours of heavy rains that followed. The storm claimed one life and generated millions of dollars in damages to more than 1,500 public, private and institutional properties including the Upper Dublin Township Municipal Complex (Administrative Offices, Police Department, and Public Works Building). The damage to the Municipal Complex was caused not only by the tornadic winds themselves, but also by windblown debris from surrounding structures and fallen trees. Large portions of the roof were blown off during the storm, causing structural damage, damage to mechanical, electrical, communications, security and life safety systems, and extensive water damage to the facility. While the Township was in the process of recovering from this disaster, a pipe break occurred on December 25th, 2022 in the previously-thought-salvageable portion of the building which subsequently revealed hidden issues within the facility which predated the tornado. After numerous evaluations, the decision was made to rebuild a more compact, efficient, sustainable and energy efficient new Municipal Complex to serve the community. A net-zero design of the new Township and Police Department Municipal Building was accepted, meaning all consumed energy will be generated on site, utilizing no fossil fuels and eliminating GHG emissions. The design incorporates many energy efficient solutions including: solar power systems on roofs and parking areas; a geothermal closed loop system to deliver heating and cooling; optimal orientation of the facility for daylight heating and cooling; creation of an efficient thermal envelope around the building; exterior sun shades to reflect solar heat gain; inclusion of high-efficiency insulated glazing with Low-E and Argon; use of existing site features and building footprint to reduce site disturbances; reduction of impervious coverage on the site; and installation of EV charging stations and infrastructure for current and future municipal electric vehicles and public use. In addition to the net-zero building design, the Township aims to advance other sustainable efforts throughout the project. Construction materials from the demolition of the old facility were diverted from the landfill through recycling and construction waste management. Overall water and energy consumption along with light pollution is intended to be significantly reduced with the installation of sustainable fixtures and controls. A reduction in site runoff is planned through the restoration of natural hydrology and native plantings that do not require irrigation. Lastly, public facilities will be installed to encourage pedestrian and biker activity by the community. Upper Dublin Township is on track to complete this project by December 2025.

Our fleet department has looked at and tested electric municipal vehicles such as trash trucks, however it was concluded that the technology at this time is not efficient enough to be feasible for our township. The cost of an electric trash truck was almost double our current trucks and could only perform half the amount on a full charge. We utilize Geotab, EKOS, and WayneIX to track our fleet and monitor fuel usage throughout the day. Our municipal vehicle used by Code Inspectors is electric, vehicle title attached.
